"42 U.S.C. 7412" is a citation to a federal statutory section of the official, government published U.S. Code.  The U.S.C. is the current (i.e., codified) version of the law and is divided into 51 titles, each title representing a particular law topic. Titles are further subdivided into parts and sections.

42 = Title 42 (Public Health & Welfare)
