U.S. Government Accountability Office (GAO - formerly known as the General Accounting Office) documents can be found at the GAO's website for the period 1922-present. 

GAO reports and testimonies are also available in LexisNexis in the ALLGAO file (1994-present).

GAO reports can also be found in Westlaw in the GAO-RPTS database (1994-present).

FDsys, the website of the Government Printing Office (GAO), has GAO reports for the period 1989-2008.
