This 2013 document is an unofficial restatement of the law of cyber warfare written by a group of international experts over a period of three years. The full title is the Tallinn Manual on the International Law Applicable to Cyber Warfare: prepared by the international group of experts at the invitation of the NATO Cooperative Cyber Defence Centre of Excellence and is available to GW patrons online

The expanded manual, Tallinn Manual 2.0, released in 2016, is also available to GW patrons online and in print.
